Hundreds of participants from across China gathered at a recent event on how TIR drives more efficient cross-border transport and supports a broader range of business needs.
A two-day event in Rui’an City, Zhejiang Province, explored new market segments benefiting from TIR.
Combining training sessions with a seminar, it brought together around 500 participants from transport authorities, road transport associations, operators and freight forwarders from more than 20 Chinese provinces, autonomous regions and municipalities.
IRU Chief Representative for East and Southeast Asia Ran Wang led the training sessions with a detailed overview of the TIR Convention. He covered TIR's unique advantages, including greater predictability of border-crossing times and better control over transport costs.
The training also covered practical aspects, such as technical standards for TIR vehicles, TIR access procedures, and TIR-EPD (TIR’s advance cargo information system).
During the seminar, Ran Wang reviewed the development and potential of China’s new TIR applications, supported by the latest data. Representatives from Wenzhou customs and TIR companies also shared practical experience using TIR for e-commerce and bonded cargo shipments.
The event coincided with the launch of the 2025 China TIR Transport Development Report, published by IRU member the China Road Transport Association.
The report focuses on the achievements of China's TIR transport in 2025, as well as cooperation with important neighbouring trading partners. It particularly highlights the opportunities and challenges faced by road transport and how TIR is addressing them.
The report found that China's TIR transport has maintained steady growth across all core indicators, with strong market momentum, driven by supportive policies, deeper technological integration, and growing demand.
IRU will continue working with its members and partners to facilitate road transport, promote international standards and global best practices, and help strengthen trade and connectivity.
About TIR
The TIR system enables the transport of goods from one country to another, transiting as many countries as needed along the way, via a secure, multilateral, multimodal and mutually recognised system.
Goods are sealed at the point of origin and only reopened at their destination – regardless of how many national borders are crossed.
TIR also provides a financial guarantee for the payment of suspended duties and taxes.
