TIR and digitalisation: the keys to seamless trade in Black Sea region

At BSEC-URTA’s General Assembly, IRU put the spotlight on TIR and digitalisation as pivotal drivers of efficient trade across the Black Sea region. 

Speaking at the 46th General Assembly of the Union of Road Transport Associations in the Black Sea Economic Cooperation Region (BSEC-URTA), IRU Secretary General Umberto de Pretto underlined the major emerging opportunities through the expansion of TIR and digital trade facilitation measures. 

“Connectivity is not only about infrastructure but also trust, facilitation and cooperation,” said Umberto de Pretto. “With TIR and harmonised digital procedures, we can transform regional corridors into real engines of trade and prosperity.” 

A new gateway 

Highlighting Iraq’s re-emergence as a key regional transit hub, Umberto de Pretto praised the country’s Development Road Project, linking the Gulf Cooperation Council (GCC) region to Türkiye and onwards to Europe. He also stressed current TIR movements via Iraq that slash transit times. 

The TIR system is already cutting transport times by up to 92% across GCC borders. Now, in a recent movement via Iraq for example, goods were transported from Romania to Jordan in just five days, rather than eight weeks via traditional maritime routes.

Facilitation across BSEC 

Turning to the broader BSEC region, Umberto de Pretto discussed TIR’s role in the Middle Corridor, where it continues to drive predictability, security and cost efficiency. 

He noted the pressing need to address remaining bottlenecks such as long waiting times, limited border capacity, and complex customs requirements. 

TIR, however, remains the key solution, especially in light of Georgia’s new guarantee requirements, providing faster lower-cost crossings and ensuring the smooth flow of goods between Asia and Europe.

Umberto de Pretto urged BSEC-URTA members to continue promoting new route opportunities, advancing digital solutions, and deepening cooperation among public and private actors to unlock the region's full potential.
