Regulatory fragmentation is holding back the efficiency, safety and competitiveness of the road transport sector in the Western Balkans.
At a high-level event hosted by IRU member the Chamber of Economy of Montenegro (PKCG), IRU underlined the importance of harmonising regulatory standards to drive regional market integration.

The event, held in the presence of Montenegro’s Minister of Transport, Maja Vukićević, and PKCG’s President, Nina Drakić, focused on actionable solutions to strengthen regional connectivity and improve the performance of the commercial road transport sector.

IRU Director of Certification and Standards Patrick Philipp said, “Governments need to urgently adopt e-CMR and roll out the necessary digital infrastructure. Harmonised digital tools are essential for advancing regional market integration.”
Supporting this digital shift, IRU has worked with PKCG to develop a pilot e-CMR solution tailored to Montenegro’s needs.
IRU also highlighted the importance of driving professional excellence to ensure transport safety and efficiency. Through solutions such as IRU Examiner, the goal is to attract, train and retain professional drivers, a key factor in sustaining trade and mobility.
