Modernising Road Transport is a three-year programme to modernise commercial road transport services in countries and along corridors in Central Asia, Latin America and West Africa.
With activities focused on certification and training, border processes, digitalisation and decarbonisation, the programme is funded by the European Union and will run from mid-2026 to mid-2029.
Modernising Road Transport is primarily funded by EU-INTPA, the EU’s Directorate for International Partnerships, under its Global Gateway initiative.
The programme draws on the comprehensively updated road transport sector services reform guide, developed by IRU and the World Bank with support from SSATP, the Africa Transport Policy Program.
Why?
Road transport is the backbone of logistics and mobility, connecting people to their jobs, family and friends, and connecting farms and factories to consumers.
Resilient, efficient and reliable commercial road transport services are crucial to economic and social development.
But the sector faces key challenges, especially in low- and middle-income countries, including structural and market constraints, fragmented laws and regulations, lower professional standards and weak enforcement and compliance.
Modernising Road Transport will address these challenges, focusing on regulatory harmonisation and professionalisation to strengthen trade, regional integration, digitalisation and greener transport systems.

Modernising Road Transport spans activities in nine countries, including:
- Chile
- Cameroon
- Côte d’Ivoire
- Kazakhstan
- Kyrgyzstan
- Senegal
- Tajikistan
- Turkmenistan
- Uzbekistan
Focus areas
Modernising Road Transport has activities across 11 operational areas:
1. Develop and promote sector reform and regulatory guides and tools
2. Establish national frameworks for training and certification of transport managers
3. Strengthen ADR compliance and dangerous goods transport training
4. Upgrade driving licence systems to align with international standards
5. Develop harmonised professional driver CPC training frameworks
6. Promote use of digitalised transport documents such as eCMR
7. Assess and promote digitalisation of border crossing procedures
8. Integrate advance cargo information and e-queueing systems
9. Strengthen TIR compliance through capacity building
10. Promote sustainable and green transport solutions
11. Ensure project visibility and outreach
