Together, they provide full digital capability across the TIR ecosystem, connecting transport operators, associations, customs IT systems and IRU.
TIR-EPD
TIR Electronic Pre-Declarations (TIR-EPD), developed by IRU, enables TIR operators to send advance cargo information and exchange messages with multiple customs authorities throughout a TIR operation.
TIR-EPD reduces border waiting times and transport costs, while allowing customs to do proper risk assessment.
Real-Time SafeTIR
The Real-Time SafeTIR system (RTS), developed by IRU, enables customs officers to verify the status and validity of each TIR guarantee in real time.
In addition to guarantee status, RTS provides customs with information on the TIR holder, the issuing association and relevant customs messages already exchanged during the transport operation. This makes it an effective risk-management tool and helps automate customs procedures related to TIR operations.
RTS also enables information confirming the proper termination of TIR operations to be shared quickly and electronically with all relevant stakeholders.
Where a customs authority’s IT system is not interconnected with IRU, customs can use the TIR Customs Portal to manage TIR procedures, controls and data exchange.
AskTIRWeb
AskTIRWeb is IRU’s online tool for national TIR associations to manage TIR-related processes, including the issuance of guarantees, claims and reconciliation procedures, and the management of TIR transport operators, their vehicles and permits.
Together, TIR IT tools enable the entire lifecycle of a TIR guarantee – from issuance by IRU to termination – to be managed digitally and monitored in real time.
eTIR: the future of TIR
The legal framework for the digitalisation of TIR entered into force in 2021, opening eTIR to 77 countries
This landmark change enables completely paperless cross-border transit of goods under the TIR system’s customs guarantee.
eTIR ensures the secure exchange of data on the international transit of goods, vehicles and containers between national customs systems, in accordance with the TIR Convention.
It also allows customs authorities to manage data on guarantees issued by the guarantee chain to holders authorised to use TIR.
There are two ways for customs to connect to eTIR:
