Statement

 8 November 2017

The IRU Presidential Executive (Board) met today in Geneva to consider the exclusion of two members: AITA and ARTRI, from respectively Moldova and Romania.

Following a decision by the Presidential Executive at their last meeting in September, both associations had been given the opportunity to present their case against exclusion directly to the Presidential Executive today.

After having heard ARTRI, the Presidential Executive decided to proceed with their exclusion. ARTRI were verbally notified of this decision. As per IRU’s constitution, ARTRI may request, within seven days of receiving formal written notice, to appeal this decision directly to the General Assembly. If they choose to exercise this right, their appeal would be scheduled at the General Assembly on 4 May 2018.

AITA, on the other hand, were able to demonstrate a positive commitment and plans for significant changes in behaviour and governance that would eliminate the original causes for the association to be excluded.

The Presidential Executive therefore decided to defer their decision on AITA’s exclusion to their next meeting, on 9 February 2018, by which time they will be able to assess progress on the changes being implemented under AITA’s new leadership.

IRU is ready to work with all stakeholders, in both countries and beyond, to ensure a smooth and seamless transition, particularly in relation to operation of the TIR system.
