Digitalising the enforcement of Mobility Package 1: where do we stand?

Since February 2022, practically all Mobility Package 1 provisions are applicable, and the industry and enforcers are already coping with the new rules. The IMI-related portal for drivers’ posting declarations has been a success both technically and operationally. The majority of the basic posting scenarios have been clarified by the European Commission services. The TRACE2 project was finalised and trainings are now under way for both enforcers and road transport operators and drivers, for the latter also via the ELA 2022 (and partly 2023) campaign. 

ERRU is currently being updated. Member States are introducing the common formula for risk rating of undertakings, with the objective to make available this information to inspectors at the roadside in October 2024, thus offering them a unique tool to focus to frequent and heavy offenders. Two EU-funded studies have been launched – KEYSTONE and SEDEA – with a focus on existing platforms and digitalising enforcement, which are expected to prepare the ground for a groundbreaking digitalisation of enforcement in road transport.

The idea of a dedicated Road Transport Agency, next to ELA, is slowly making its own way within the Brussels’ policy corridors. 

The objective of the workshop is therefore to look forward, first in the coming 1-2 years, focusing on ERRU and risk rating and, in a second step, to kick-start a strategic discussion on what might the future of control documents, platforms and procedures, and their institutional framework within the next 5-7 years.
