Belarus: Update on the obligation to use navigation seals when entering Belarus by road

Belarus has extended the mandatory use of navigation seals (see also previous IRU Flash Info updates here and here).

According to Decree No. 262 of the Council of Ministers of April 28, 2022, effective immediately, the requirement to use navigation seals is extended to goods entering Belarus by road from Latvia, and for all empty vehicles registered in the EU.

These provisions do not apply to goods transported in transit from the Kaliningrad region, or to heavy and/or large vehicles which require special permits. Transportation of live animals and foreign aid shipments under the customs transit procedure are also exempt if the customs office of departure and destination is the customs authority of Belarus.
