IRU Green Compact Survey Report 2026

IRU Green Compact Survey Report 2026

This IRU Intelligence Briefing – the second edition of the Green Compact Survey Report and produced in collaboration with Trimble’s Transport & Logistics business segment – examines how operators are decarbonising in Western Europe, Eastern Europe and Australia.

It combines the latest regulatory developments in Brazil, China, the EU, India and the US with the views of operators themselves.

The findings show that decarbonisation advances where it makes commercial sense.

Nine in ten European operators already take at least one action to cut emissions, but only around four in ten Western European operators have set a target or can put a figure on what they emit.

What moves operators is financial feasibility, not mandates: a customer price premium and government incentives rank far above regulation.

In Europe, the upfront cost of vehicles has now overtaken infrastructure as the leading barrier to the adoption of alternative fuel vehicles.

Renewable diesel leads operators’ plans in every region, while battery-electric intent runs ahead of adoption, concentrated among larger operators on regional routes.

The pace of what comes next will depend on who bears the costs of vehicles and energy once the relatively easier gains have been made.
