IRU Position on haulage security in the EU and beyond, (2004)
This IRU Position highlights the fragile balance between security and facilitation in security measures. Although States have an irreplaceable role in maintaining the security of road transport, this must be complemented by the active participation of the road transport sector. Existing security facilitation instruments, such as TIR and the EU’s Common Transit System should be used as widely as possible and fraud in customs transit systems should be targeted by the customs authorities.
