IRU Position concerning the Commission proposal for new driving and rest time rules, (2002)
Although in favour of driving and rest time rules that respect road safety, fair competition, and social protection, the IRU considers the Commission’s proposal for new driving and rest time rules, particularly those on breaks and rest time, unduly restrictive. Furthermore, the new rules would lead to considerable interpretation problems, as a result of unclear definitions of flexible weeks, daily rest periods, break periods and off-duty periods. The IRU therefore strongly advises against the adoption of this proposal, calls on the Commission to reconsider or rephrase the details of the proposal, and proposes alternative ways to increase enforceability of EU driving and rest time rules.
