Committed to maintaining a level playing field for the industry, IRU is placing reform of the ECMT permit system high on the agenda. Introduced in 1974, the system has successfully harmonised rules and ensured fair competition between ITF member countries. To combat the global road safety crisis, the UNECE, with support from IRU, is developing the SafeFITS model to support knowledge based transport policy decision making related to reducing the number of road casualties. The past decade however has seen major changes in the external trade environment that have affected TIR, from geopolitics to technology. Despite the queue of countries wanting to join, the use of TIR in existing countries has declined by 60% since 2013. Over the same period, progress in fully digitalising the core TIR system has stalled, and the system now lags behind others in terms of technology.
