Permanent and long-term working programme

  • Promotion of harmonisation of national road transport legislation in the countries of the region, development of recommendations for harmonisation with requirements of international agreements and UN conventions; promotion of accession of Eurasian countries to international agreements and UN conventions related to road transport.

  • Interaction with legislative and governmental bodies of Eurasian countries for promotion of the IRU’s policy to provide protection of transport operators’ interests.

  • Cooperation with international intergovernmental and non-governmental organisations and regional economic integration organisations, including UN organisations (UNECE, UNESCAP, etc.), Eurasian Economic Commission, CIS bodies, SCO, TRACECA IGC, BSEC, GUAM, ECO, ADB, etc. Participation in activities of the working bodies of these organisations aimed at the development of international road transport and transit and the facilitation of border crossing procedures in Eurasian countries.

  • Improvement of the functioning of the TIR System in Eurasia with regard to the new geopolitical environment; extension of the TIR System to new countries and regions that are strategically important for the IRU; promotion of extension of the territory covered by the TIR System where new TIR products and electronic tools are used.

  • Promotion of the improvement of international road transport permit systems in Eurasia and expansion of multilateral permit systems that allow for the creation of favourable conditions for road transport operators’ access to the market and for development of traffic geography.

  • Extension of the IRU Academy’s activities in Eurasia, including countries without accredited IRU Training Centres, for the promotion of its activities and information on the value of training in accredited training centres.

  • Identification of administrative and other barriers in the road transport sector in the region in cooperation with IRU Member Associations, preparation of recommendations for their elimination and monitoring of further developments.

  • Provision of analytical and information support to national associations and transport operators to improve the effectiveness of their activities.

  • Conduct of operations aimed at extending the IRU membership base.
