"This study has enabled the IRU and ECMT to explore together and identify the specific aspects of the taxi sector – in particular the vehicles - which have made improving access to this mode of transport particularly challenging for policy makers, operators and vehicles manufacturers. The ECMT and the IRU agreed from the outset that the success of a study such as this would depend on the engagement of all stakeholders – the authorities, operators and manufacturers – in the dialogue. We are very pleased that together we have been able to facilitate this exchange. "

“International research has indicated that older people in the future will have better health, higher level of education, better housing and higher incomes than older people now. They will expect higher levels of service than at present. For many the flexibility, convenience and security of a taxi will be essential. This will open up new market opportunities. However, development of new vehicles takes time. This is the reason why, a long term approach is needed… as well as incentives to encourage the introduction and use of accessible taxis. “

Our good results are due to a combination of factors, such as legislation, introduction of technical standards and technical criteria, financial incentives, coordination with users, manufactures and other specialists, research and development, innovation, cooperation with other administrations, carrying out studies and ensuring their follow up, as well as cooperation within the framework of European working groups, including the ECMT.”

“Es müsste also auch der politische Rahmen dafür gelegt werden, dass sich die Unternehmer aus dem Gewerbe, die sich behindertengerechte Fahrzeuge anschaffen sollen, auch zumindest eines Teils des Marktes sicher sein können, jedenfalls insoweit, als dass die Mehrkosten dieser Fahrzeuge auch hereinkommen. Hier kommt nun die gemeinsame Studie von ECMT und IRU hervorragend ins Spiel. Ich erwarte und erhoffe mir, dass die Veröffentlichung der Studie „Verbesserung des Zugangs zum Taxi“ nicht nur die gewerbeinterne, sondern auch die politische Diskussion anheizen wird, die eigentlich nur zu dem Schluss kommen kann, das die politische, ggf. auch finanzielle Förderung von Taxizugänglichkeit allen hilft.“

Authorities need to set standards, as recommended in the report, but they also need to enforce them. Taxi accessibility should remain high on the political agenda.”

“We should not sit still and continue to build on what exists today. There are already many good practices to encourage the offer of accessible taxi services and their use. These good practices must be exchanges, fin-tuned and further developed in order to improve the accessibility of taxi services. Constant innovation is essential accompanied by incentives to encourage it. Regulation should not become a penalty on the taxi industry.”
