OBJECTIVES OF THE SAFETIR SYSTEM

The SafeTIR system allows actors worldwide to verify the status and validity of each TIR Carnet at any moment in real time.  Information on the partial or final termination of the TIR transport is transmitted by the Customs authorities of each TIR operational Contracting Party, to the IRU. Once the information is received by the IRU, the data is made electronically available to all the actors of the TIR system (Customs authorities, issuing and guaranteeing Associations, insurers, transport operators).

The principal objective of the SafeTIR system is:

  • to provide confirmation of the termination of the TIR transport
  • to facilitate the control of the TIR Carnet, in particular of the Customs stamp on the final counterfoil
  • to manage risk in the TIR system by allowing TIR Carnets to be tracked electronically
  • to provide a fast and effective tool to easily detect potential irregularies and prevent their repetition

ADVANTAGES FOR THE ACTORS IN THE TIR SYSTEM

The SafeTIR system allows Customs authorities, the issuing Associations and the insurers of the TIR system to evaluate any risk and take measures to minimise it. The principal advantages offered by SafeTIR for these actors can be summarized as follows:

SafeTIR allows the Customs authorities of TIR operational countries:

  • to verify the status of each TIR Carnet through the CUTE-Wise application (http://www.cutewise.org/) before taking the Carnet into charge
  • to have alternative proof of the termination of the TIR operation on the territory of their own country or anywhere else.
  • to facilitate their internal enquiry procedure

For Associations issuing TIR Carnets:

  • SafeTIR is an important tool for verifying that the TIR Carnet has been terminated before the Carnet is returned to the Association
  • SafeTIR a tool for facilitating the control of TIR Carnets on their return by the Holder to the Association.  The Association will be able to compare the information in the TIR Carnet with that available in SafeTIR to ensure the correct termination of the transport. 
  • depending on the result of this comparison between the data in the TIR Carnet and the SafeTIR electronic information, the Association can take immediate action to prevent further misuse of TIR Carnets. 

For IRU and the TIR chain of guarantee, SafeTIR provides:

  • a tool for assessing any risk in the TIR system, thus allowing for immediate measures to be taken to limit the exposure of the chain of guarantee 
  • alternative proof of the termination of the TIR operation.

RECONCILIATION OF DATA

In cases when information contained in the TIR Carnet does not correspond to the data provided electronically, a reconciliation procedure exists which can be initiated by issuing Associations or by the IRU. The reconciliation procedure is an integral part of Annex 10 to the TIR Convention, allowing any possible irregularity to be either resolved or identified as quickly as possible. The reconciliation request form (click here to download - the link is active for TIR Associations only) should be:

  • completed and sent by the issuing Association to the IRU;
  • completed and sent by the IRU to the guaranteeing Association and to the concerned Customs authorities.

BACKGROUND

The SafeTIR system arose from the need to update the risk management methods in order to maintain the security of the TIR system in an expanding and modernising environment. It was introduced for the first time as a Recommendation adopted by the UNECE on the 20 of October 1995, stipulating that every partial and final termination of the TIR transport on the territory of a TIR operational Contracting Party should include:

  • TIR Carnet reference number,
  • Date of the termination of the TIR operation,
  • Name and number of Customs office of destination,
  • Customs reference number
  • Type of termination of the TIR operation (partial or final),
  • If the termination of the TIR operation was certified with or without reservation
  • Page number of the voucher
  • Other optional information.

The value of the SafeTIR system was clear throughout the 11 years that it functioned as a Recommendation, resulting in the Contracting Parties accepting its introduction into the TIR Convention as Annex 10 on 12 August 2006, making the use of the SafeTIR system obligatory for the actors of the TIR system.


CURRENT STATUS AND OBJECTIVES

The statistics of the data transmission to the SafeTIR system since 1996 show that the volume of data received and processed by the system is increasing in accordance with the number of TIR Carnets issued by the IRU.

In terms of average time for transmission since 1996, statistics show that after the peak in 2000 when transmission reached a maximum of 26 days, the average time has continually decreased and in 2007 it was down to 4 days. This significant reduction of transmission time by 2007 is a result of the progress in communication methods, which allow the transmission of SafeTIR data in real time.

However, to ensure its full capacity in terms of risk management, the current level of performance is still insufficient.

Together with Customs authorities of Contracting Parties to the TIR Convention and with the support of its member associations, the IRU continues to work on increasing the number of countries that transmit data in real time, with the objective of having all countries submitting SafeTIR data in real time.
