TIR ELECTRONIC PRE-DECLARATIONS Make your electronic pre-declaration easily in just 10 minutes online As of the 1st of January 2009, a new regulation came into force in the European Union requiring TIR information to be sent electronically in advance to any EU Customs office of departure/entry. This affects all TIR transport operations entering or starting in the European Union. In order to enable operators to comply with this requirement, the IRU has developed a web application called IRU TIR-EPD, which allows the submission of TIR electronic Pre-Declarations by the TIR Holders in a simple, standard way. The use of this online application is free of charge for approved TIR Holders. By using this free application, transport operators are not forced into using the services of third-parties and ensure the ownership of their commercial data. This application also allows all TIR Holders to Comply with the Framework of Standards of the World Customs Organisation and to provide the requisite security data in a public / private partnership. To receive access to the IRU TIR-EPD application, Holders should contact their national Association. Currently, the countries accepting files generated by the IRU TIR-EPD, with a destination in EU / exit from EU in any country, are:

LATEST NEWS July 2010 : The IRU TIR-EPD is operational in Lithuania and Latvia as from 19 July 2010. Now that Lithuania and Latvia are included in the TIR-EPD coverage, the IRU has achieved its first objective which is to provide TIR Holders with FREE OF CHARGE facilities in 11 EU Member States located at the eastern EU land borders. June 2010 : Similar projects for interconnectivity of the TIR Electronic Pre-Declaration system are under discussion with both EU and non-EU countries (e.g. Greece, Italy, Latvia, Lithuania, Republic of Belarus, Russian Federation, Republic of Serbia, Turkey and Ukraine) regarding submission of TIR electronic pre-declaration information, as well as for submission of safety and security summary declarations using the existing IRU system.
