Information on the Closure of the IRU Offices from 24 December 2009 to 4 January 2010

ELECTRONIC PRE DECLARATIONS ARE MANDATORY AS OF 1 JANUARY 2009!

Make your electronic pre-declaration in just 15 minutes online at http://www.tirepd.org/

As of the 1st of January 2009, a new regulation came into force in the European Union requiring TIR information to be sent electronically to the EU Customs office of departure/entry before leaving/entering the EU. This affects all TIR transports entering or starting in the European Union.

In order to enable operators to comply with this requirement, the IRU has developed a web application called IRU TIR-EPD, which allows the submission of TIR electronic Pre-Declarations by the TIR Holders in a simple, standard way. The use of this online application will be free of charge for approved TIR Holders.

By using this application, already available on the web, the transport operators will not be forced into using the services of third-parties and will ensure the ownership of their commercial data.

To receive access to the IRU TIR EPD application, Holders should contact their Association.

The objectives of the IRU TIR Electronic Pre- Declaration system are to:

  • Maintain the benefits for transport operators using TIR Carnets as the Customs declaration;
  • Allow the TIR Carnet Holder to provide the electronic pre-declaration without the intervention of third parties and additional associated costs;
  • Minimise the effort to capture TIR data into NCTS for the Customs offices, thus reducing time delays at borders;
  • Meet Summary Declaration requirements foreseen in the Implementing Provisions of the revised EU Customs Code (including Security and Advanced Cargo Information) to enter into force on 1 July 2009;
  • Comply with the WCO Framework of standards and provide the requisite data security in a public / private partnership.

Currently, the countries accepting files generated by the IRU TIR EPD are:

  • Customs offices of departure from EU in:
    • Bulgaria, Czech Republic, Estonia, Finland, Hungary, Poland, Romania, Slovakia, and Slovenia.
  • Customs offices of entry into EU in:
    • Bulgaria, Estonia, Finland, Hungary, Poland, Romania, Slovakia and Slovenia.
  •  With a destination in EU / exit from EU in any country – EU member state.

LATEST NEWS

Similar projects for interconnectivity of the TIR Electronic Pre-Declaration system are under discussion with both EU and non-EU countries (Greece, Italy, Latvia, Lithuania, Republic of Belarus, Russian Federation, Republic of Serbia, Turkey and Ukraine) regarding submission of TIR electronic pre-declaration information, as well as for submission of safety and security summary declarations using the existing IRU system.

EORI: In order to facilitate the process of EORI registration within the European Union Member States, you will find hereafter information provided by the European Commission regarding the registration process.

Use of the EORI number: The European Commission has just published a “Notice to TIR Carnet holders”, dated 23 June 2009, which contains the following new obligation:

“In respect of opening TIR operations in the Community, the TIR holder will include the EORI number in the electronic TIR data to be lodged in NCTS and in the TIR Carnet in box 4 of the Vouchers no 1 and 2 used for the TIR operation in the Community.”

Transport companies wishing to be given access to the IRU TIR-EPD application should contact their national association.
