Objective
- To define and implement IRU’s strategy on facilitation related to border crossing, within IRU’s policy objectives as laid down in Article 2 of the IRU Constitution.
- To promote and defend the views of the IRU on all questions related to the above-mentioned strategy.
- To develop and promote the international instruments and all facilitation measures of road transport operations related to transit and border crossing systems and, especially ensure geographical extension and the effective functioning of the TIR, in order to serve to the greatest possible benefit of the international road transport industry.
Working programme
- Promote a harmonised implementation of the TIR Convention in order to make the TIR System sustainable.
- Oppose disruptions of the smooth functioning of the TIR System by specific actions, including the influencing of National Authorities in order to promote IRU’s objectives.
- Promote the benefits of the TIR System as a trade facilitation tool.
- Improve the implementation of specific IRU TIR-IT tools.
- Improve the implementation of the IRU-TIR Rules and Regulations.
- Assess the benefits and decide on the support to be given to countries wishing to ratify the TIR Convention and to become TIR operational.
- Make proposals to adapt the TIR System, making it best able to face the expected geographic expansion, the needs of the industry and the development of international trade.
- Monitor in general the evolution of trade facilitation legislations, including the developments related to the modernised Community Customs Code and its implementing Regulation.
- Assist member Associations in following up on the World Customs Organisation’s (WCO) recommendations and also on the TIR Contracting Parties’ Regulations on security.
