These are translated into transaction costs and time, as well as level of predictability and system reliability. GATT Freedoms and Road Transport Mr Pierre Latrille, Counsellor, World Trade Organisation (WTO) “There are two WTO tools which may facilitate road transport: GATT and GATS.
Within the framework of GATT, a newly planned WTO Agreement on trade facilitation will increase trading opportunities significantly, reduce transaction costs, speed up border crossing procedures and create a more transparent, predictable and efficient environment that reduces discrimination.
GATS commitments guarantee the conditions of operation of foreign services suppliers at a certain negotiated level of market access and national treatment, ensure that this level cannot be deteriorated and make this level available as a minimum to all WTO Members. They are subject to periodic negotiations with a view to improving them.” Presentation |

Facilitation Needs Security Mr Kunio Mikuriya, Secretary General, World Customs Organisation (WCO) “The IRU promotes the mobility of goods and people by representing the road transport industry. From customs point of view, the IRU has been contributing to smooth cross-border movement of goods with the TIR Carnet system and other programs. The reduction in the time needed for completing the border procedures is our common objective. The WCO has developed the Time Release Study Guide which is the multimodal tool to measure the time needed for the clearance of goods at borders for each step of the procedures. This tool is useful in identifying the bottleneck of border-crossing and measuring the effect of policy measures. Likewise, the IRU has developed Border Waiting Times Observatory which shows the statistical evidence of wait times for trucks at the international borders. I would like to cooperate further with the IRU to create synergies that will assist to identify bottlenecks and potential solutions by utilizing tools of both organisations.” Speech |

Monitoring Results of the IRU’s New Eurasian Land Transport Initiative (NELTI) Mr Igor Rounov, General Delegate to the CIS Region (IRU) “Since Euro-Asian road infrastructure does not present a major impediment to commercial haulage anymore, the focus of government activities should be shifted towards removing existing bottlenecks and creating a “green light” for the movement of trucks between Europe and Asia. It should be done in the spirit of true Public-Private Partnership (PPP) where business is not seeking any special treatment or paternalism from the state, but rather equal cooperation.” Speech |
