I have spent the last two days as a guest in Yokohama and as an observer of IRU 2004. I have found the experience both informative and enjoyable.

But now we need to look to the future and the 30th World Congress, which will be held in The United Arab Emirates.

I am particularly pleased that we will be your hosts as the UAE transforms it's transportation infrastructure to satisfy the demands of our ambitious growth plans.

You will see for yourself the dynamic environment which we have created as we realize our dreams.

And you will also experience the warmth of our people and the legendary hospitality that is such an important part of our culture.

Dubai will be the setting, a cosmopolitan and dynamic environment that will excite and reward, on both a professional and personal level.

We are already developing an exciting program that will build on the success of this event and those that have gone before.

So, On behalf of the Government of the United Arab Emirates, I extend a heart felt invitation to you all to come and meet again in Dubai in 2006.

And in conclusion we wish to express our thanks and appreciation to the esteemed Japanese Government and all who have organized this World Congress and affording all necessary facilities for its success.
