"Benefits of Joint Venture Transport Operations in Central Asia" by H. Ziai Benefits of Joint Venture Transport Operations in
Central Asia Although, we are getting close to the end of two days conference, but lot of problems and challenges are still facing by Rd and transport industry. In this Junction, I would like to take this opportunity to express the Iran Chamber of commerce points of views on certain important issues. As other distinguish speakers mentioned, the
importance of Rd transport in this regions have intensified. But to me that's
not enough. We can be proud and satisfied of using this opportunity when we draw
proper stream with healthy infrastructure. However in later stage, it should lead to bilateral / or multilateral agreement with member states in different area of cooperation such on exchanging of data, removing of artificial barriers in the way of Rd transport, simplicities in customs procedures and issuing of visa to professional drivers and also increasing of operational security of Tir regime . Other essential factors can be close working with IRU and help this union to lead us to harmonized transport system. We all know very well that strength of IRU, is in the strength of his members. So it is up to each association to keep this mentality in its legal framework of activities. Today , ICCIM is proud of close and friendly cooperation with IRU and other members association but I still feel, we are far behind to satisfactory level. As we know, Joining of TAJIKISTAN and MONGOLIA to Tir
system, preparation of China and Middle-east countries to this stream, renewal
of Silk Rd and North-South corridor, all Indicate the importance of Rd transport
in this region, But as I mentioned we need strong infrastructure investment.
This can be done through International banking institution with national
governments support. Luckily, the Government of I.R. Iran has provided
facilities of Joint venture for Governmental and private sectors. We have seen
several projects in different field of industries, Mines and logistic services
but not in area of Rd transportation, and to be more specified in carrier
section, we had no any Joint venture cooperation yet. The main reason is that,
national regulation still dose not give any chances to private sectors to focus
on this concept. For that we are losing the track of competition. For many
members countries also the same scenario and limitation exist. The ICCIM, as symbol of private sector in Iran,
thoroughly supports the idea of Joint venture. Since couple of years ago we have
given several package of proposal to government institution in order to
facilitate acceptable system such as Ro-Ro in Persian Gulf that which gives
better prospect and business to Rd Industry. Meanwhile, IRU Academy and training facilities are
appreciated since that gives better concept of working in globalize
world. Once again I thank you for your support and participation in this conference and the resolution that shall be read later in this evening may bring some lights to Rd transport Industry as whole. |
