Organisation
The IRU is a democratic, member-based organisation.

- IRU Passenger Transport Council
are assisted in the definition of IRU transport policy by:
- IRU Task Forces, Commissions and Working Parties
- IRU Liaison and Regional Committees
The IRU Secretariat General administers the organisation, and is composed of the IRU headquarters in Geneva and the IRU Permanent Delegations in Brussels, Moscow and Istanbul.
