"TIR" stands for Transports Internationaux Routiers as defined in the UNECE TIR Convention.
In accordance with the TIR Convention, through its network of national member associations, all representing the transport industry, the IRU administers an international guarantee chain throughout all countries with which a TIR transit operation can be established, which to-date amount to 56. These national member associations are authorised by their national Customs authorities and by the IRU to act as issuing and guaranteeing bodies for TIR carnets on the territory of the country where they are domiciled.
